how old is the battery ?
maybe the battery died!
remove the battery and try to power on the psp
was the battery/psp "hacked" ??

With the info you give it can be too many things.
1.Your battery needs to be replaced.
2.Your on/off switch is broken.
3.Your charger is broken.
4.Try putting the charger in a diffrent plug.
And many-many more. Give me more info and i can tell you for sure.
