ok so I have an iphone5s and I just bought a brand new charger yesterday and my phone is not charging when it's on but when it dies and I plug my charger in it charges.? So why is it not charging at all when its on??? Please help!!!!!

Defective charger probably damaged the U2 chip. In the future, use only legitimate Apple chargers that are $20.
