iTunes and tethering issues

Right, so I don't have internet connection on my PC. I had an android and all i had to do was choose tether and ta da! Now I don't have iTunes as I don't have connection to download it and i need it to tether on my pc to get internet to get iTunes, so I'm stuck in a loop.... Any ideas?!
