Kenmore washer 110.29622801 stops mid agitate

During agitate the washer stops, the motor hums and then the motor clicks off. I have tried a new motor and it does the same thing. I have ruled out lid switch, trans (tried another one), water pump binding (tried two new ones), Basket binding (took it off, checked for socks, binding, etc). The key thing is, when the motor stops, I quick snap off the pump then can turn the motor shaft by hand, easily with thumb and forefinger, and get the motor spinning again. It seems like these motors I have tried are not getting enough juice because there is nothing binding them but they seem to not have enough power, and I assume it is not the timer because they are still getting some current. Is there a part that could be reducing the voltage to the motor? To clarify, it acts as if the motor is binding, but there is nothing there to bind it. When it stops spinning and hums, if I don't do anything the motor will get hot and then quit until it resets. I am a repair guy and I have spare parts to trade out that is why I tried another motor, and another trans, pumps, all with the same symptoms. Thanks.
