My iPhone is stuck on the Apple Logo, then turns off?

About 5-6 months ago I dropped my iPhone 4S into my toilet while I was washing my hands. It was in the water for about 5-10 seconds until I realized and quickly retrieved it and dried it and did the "rice in a bag" solution to try and fix my iPhone since it had stopped working and the screen was flashing and turning off etc.
I kept the iPhone in the rice for about a week, until I took it out and tried charging it up (silly of me I know, may have been electrocuted). And to my surprise it started loading the Apple Logo, and then shut off, and it repeated this until I took the iPhone 4S out of the charger cable.
Also, when I take it out of charge it just doesn't do anything at all.
I have read up on various forums and questions on here that I need a replacement for a new battery, but my question is, is that is it just the battery that's not working, since the phone actually TURNS on, or is it officially dead?
