My iMac won't power on only 1 LED lit

I have a Core i5 A1311 imac, I bought a refurbished board, I get one LED from the board, but it won't power on, and I know the power supply works, because my bad board gets power, just no video on screen. Is there a fuse for the power button port? and if so where is it?

How many green LEDs do you get with the bad board?

You'll need to return the board as you got a bad one.
