thats bad.
i would disassemble it and clean it with isopropyl alcohol (>90%) and a soft paintbrush.
use the logic board guide that fits your ipod touch model (ok, must be a 2g or 3g)
clean the logicboard carefully with the alcohol/paintbrush and don't forget to clean all connectors (also the ones on the ribbon cables)
the volume buttons and the home button can be "opened" and cleaned too
but that coul be tricky
let it dry - don't use a hair dryer !
when it's dry, reassemble it and try to power it on, check whats not working. most likely you would have to replace the non working parts

I recommend the rice method, store it in a container of rice for.. about a week is how i did it with mine, and I have noticed that water damage has had many different consequences.... an example would be mine that the wifi decides to work....then not work and not work as in being completely grayed out and restores and restore mode don't help

sorry adam, did you read what you wrote? you're saying he should use the "rice method" because you did it and in the same posting you are writing about problems with your wifi? - most problems after fluid damages are because of the shorted parts - and that conductive residue will stay in the device, it will spread even more if you don't remove it.
