Panasonic/Lumix DMC-FX01 Digital Camera won't turn on trouble shoot.

The camera won't turn on. I charged and tested the battery. Specs on battery are 3.7 volts and 1150mAh. it tested out at 3.7 volts, I did not test the amps because I do not know how. I read 2 different opinions on this problem. One said battery and second one said Top Flash Assembly. I ordered a battery for $8.00 for it, it should be here between the 1st and 6th of July. The Top Flash Assembly 1s around $20.00, I don't mind spending the $20.00 as long as needs the part. Does any know for sure about this Top Flash Assembly. I believe the battery is good so I would like to order the Top Flash Assembly now because I think the battery is good. Any help this I thank You for now.
