iPad 4 LCD cable cannot be removed independently.

However cleaning connector with 90%+ IPA then trying to reseat is a good start.

Otherwise either LCD is damaged, cable has been pinched/torn, or screen connector on the board or its plastic tab are damaged.

If reseating doesn't help, try a new known good screen. If this still doesn't solve it (or even before testing with a new LCD) examine the cable using a magnifying glass, and go over the connector on the board. Do you see anything wrong?

the lines are still vertical and made of static after cleaning and reseating. things must be looking pretty grim for me right now.

I have never heard of this before. I think you did not properly replace the LCD digitizer.
