my iphone 4 will only come on if plugged into the wall charger, an will work all but calling and texting. but it will not come on when plugged into the usb on my pc. the apple will appear then go off. there are a few pics and videos i would like to retrieve off of it.is there any other way to get them off my phone

tim, this is most likely caused by a depleted battery. Your USB ports do not supply enough power. Replacing the battery should get your phone back in working condition to at least back up the files you need. Use this guide to replace the battery
