F20 error code, but water does still come into machine

I have been having F20 problems with my washing machine for a couple of years.

At first it would be fixed by taking the water inlet hoses off and then reattaching them.

Then this wouldn't work, and I took off the hoses, unattached the little flow part, next part after the inlet valve, then reattached everything.

Then did the above steps, but then took off the front kick plate and opened the access port on the pump and cleaned that out, reattached everything and it worked.

Now, nothing above has fixed it, but found the video about checking the continuity on the inlet valve. Checked both C and H inlet valves and getting no reading.

I understand this to mean that I should replace the inlet valve correct? I'm just asking about this because when I run the diagnostic tests, it will do the first step, C0 - door lock, and about 15-20 seconds into the second step, C1 - cold water fill, is when I get the F20 error, but water is coming into the machine up until this point.

If the inlet valve is bad, would water still be coming into the machine?
