bad processor, need to find new one
i need to find some one or some place that sells the intel atom n 280.

These processors are BGA mounted. You need to replace the board or you'll need to know BGA repair. Replacing the processor isn't for the feint of heart. You really need to know what you're doing to even make this work.
If you can't, then sell it for parts. If you can, I provided a link to a processor that will work for the netbook.

replacing the cpu isn't that hard if yoou have the proper tools (and the knowledge)
the cpu in nick's link is used but already reballed - soldering it to the logicboard shouldn't be to problematic with a hot-air- or infrared soldering station.
how bad is bad - is the cpu toast or are the "balls" bad?
maybe reballing is an option. the stencils are cheap if you want to do something like that more often. but if you only want to do that one shot - stick with the cpu from above.
