Laptop won't turn on completely

Hi,

I was just on my laptop and the wifi wasn't working so I decided to shut down my laptop. But, then it wouldn't shut off completely. The screen is black, power light and display light are still on, but holding the power button or pressing it does nothing. I've taken the battery out and held the power button, which made the lights turn off. Then I tried to turn it back on and I still have the same problem.
