How do adjust front suspension forks?

We just bought a used Specialized Expedition. We cannot figure out how to adjust the front suspension forks. There are two black caps over each fork but they don't seem to come off - at least not easily. Any suggestions?

Options

The suspension forks on my 2006 Expedition Sport are not adjustable. Yours may not be, either.
