Whirlpool top loader seems to be out of time
When started. Starts agitating before filling with water

First check your load size indicator.
Test the water level switch
Check that the drain hose is positioned roughly as high as the top of the inner tub

I have a whirlpool top loader and mine agitates at first to check the weight and such of the clothing inside the drum. It will do this 2 or three times before actually starting the water dispensing. Mine is only a couple years old So I can not say that without a model reference and more information that that is what yours is doing.
