No image, only charging chime every 2 seconds when connected

I have an iPad 4 WiFi and it doesn't turn on, it only will chime like it was connected every seconds, but no image and not turning on.

Im sure that the LCD is working since i test it on a different iPad and it works. i also replaced the charging dock for a tested functional one, and still the same issue.

Any help?
