My ip address keeps failing

hey guys today i tried to sign on to playstation network and everytime it told me to go to network settings and internet settings i tried to redo the settings over and over again everytime i do the test for it when it goes to obtain IP address it fails what do i do help?

p.s. it says signal strength not connected??
