If you already have a iBook G4 14" keyboard as a spare part yes you can install it on a iBook G4 12". It will fit but the ribbon cable will be a little long and will have to be folded under the keyboard. You can even use a iBook G3 14" keyboard on a iBook G4 12" but you can't use a iBook 12" keyboard with the iBook 14" model. The KB ribbon cable would be too short.

Sometimes I wish they would make a "keyboard cable extender", because often the 14" keyboards are harder to come by.

Be careful when folding a 14" cable, because although it will work, if the cable gets smashed too severely in the fold, it can break some of the connections and then a row of keys can stop working as a result.

NB: I do not recommend to use a 14" keyboard in a 12" ibook case because, as rdklinc says in his comment, there will be stress on the folded ribbon cable and a small keyboard deformation in the center of the KB. Just wanted to confirm that the KBs are swappables if you need to for whatever reason.
