My iPod touch does not responce when I touch?
when i turn my iPod on and i touch it to unlock and does not responce

if none of that happend - it's most likely a fautly digitizer and the front panel needs to be replaced.
but i would first open it and check the connections

Is there anything between your finger and the iPod touch when you touch it? Try a hard reset (hold the home and sleep/wake button for at least 10 seconds until it shuts down, then turn it back on) Try cleaning the screen. Use a microfiber cloth (same thing used to clean glasses)
