Why is my phone stuck in "Airplane Mode"?

When placing a call (dialing) a window pops up and says I need to disable "Airplane Mode" to make a call, but I have it already disabled. I checked in settings to see if it was off and it is, also tried "hard reset" and rechecked in settings after boot up, and still get the same window. Does anyone have a similar issue and know a fix?
