Ipad 4 doesn't charge

Hello, I installed a new battery and a new lightning port. My iPad turn on, but the battery doesn't charge, when I plugged it to the power outlet, the iPad only indicates "battery charged" when It had only 65% of charge. Only It charges, when my iPad is turn off, but when It turn on, it didn't charge. Now, my iPad doesn't turn on. I changed the battery two times. Also, I re-installed the old lightning port.

It is very likely that you have damaged the U2 charging logic ic chip, probably happened because you created a short on the main board while trying to replace the battery. It is repairable but it requires a board level repair.
