Why do I get uL code every time for spin cycle?

The washer cannot seem to complete a spin cycle, regardless of the load size or the type of cycle. I can move the load around and it will always stop during the spin cycle. I can set the load on "drain and spin" and it will stop at the 9 minute mark regardless of the load. It stops whether it is on medium or max extract. It also sounds like a freight train and something sounds as if it is rubbing on the inside. How can I fix this?
