Open & select option have disappeared from the lower screen

When you turn on the 3DS and the menu appears you can still scroll through all the options - game, settings, camera etc and it highlights each one but you there used to be two options at the bottom of the screen (e.g. start / open) but they no longer appear and therefore you can't select an option.
