No longer charges via pc or power point

Hi - I can longer charge my iPad.

I sent it off to get repaired, however I am being told that they need to replace the screen because if they put it back in then it will not fit in 100% or something as it will stick out slightly as it will have the old rubber / glue.

Is this right?
