I ordered this phone off of Ebay thinking it was simply a bad battery. I replaced the battery and still cant get the phone to turn on. Both inside and out the phone is in impeccable condition. None of the 3 water damage indicators are "tripped". I have no idea where to start as far as troubleshooting goes so ANY help will be appreciated!

The phone can't turn on maybe caused by several reasons such as:
No power.
No screen.
Broken motherboard.
If it's no power, you should check all the parts relating to charging such as battery and charging port.
If it's no screen, you should replace the LCD screen.
If it's caused by broken motherboard, i suppose you have to give up.
The phone can't turn on, so we can't ensure it's troubled by one reason or two reason even all the reason.
First, if can, take your phone to repair service to test the motherboard. If it's fine, the phone still be worth to save.(Only my own suggestion.)
Then you can try the other good screen or change the charging port. Maybe all can be test on the repair shop.

Okay so should I check stuff like the dock and the power button with say a multimeter or should I just buy the parts and see if they fix it?

Also - quick update - I plugged the phone in for about an hour to see if it would turn on - it got warm but still would not turn on
