i was using snapchat and my phone shutdown and it wont charge or turn on . What is it?

still wont work i put in a full charged battery and phone wont turn on
Okay, try and enter into download mode by holding volume down + power button until you see a logo.
and plug it into PC, restore via Odin may be necessary
I tried that too phone wont turn on at all

You tried restoring through Odin? if you tried doing a FULL restore with a bootloader, modem etc and it failed to write to your nand then the eMMC chip is dead. This is down to a problem known as Sudden Death Syndrome, Samsung are aware of this and will fix your device if it has warranty. Replacing the eMMC isn't an easy job but what you can do is remove the eMMC chip and then use a micro sd card to act as the eMMC.
Make sure the eMMC chip is at fault first though

did you take the battery out and put back in? If no luck try to remove battery and plug phone in without battery do you get anything?

still wont work I think my phone burned out
My wife goes through cables like mad, are you able to test with another cable?
I took the battery out and my phone started to charge but right when I put the battery in it stopped
