Why can't my device scan for WiFi networks?

I click scan under Settings>WiFi

I can add my WiFi network through SSID. But, it still does not connect to the internet. Nothing that I do results in the device successfully connecting to the internet. I was told that this may be an internal antenna issue. How can this be repaired?
