Power management not working!

Hi, i have a iPad mini 1st gen... But i can have it plugged in all day with lite usage pick it up at the end of the day and it's either dead or no charging has taken place, but. If i use the same cable and adapter and turn the iPad off i can get a full 100% battery in just 2hours 32minutes. Someone please help?????
