Walter Davis, the fuel filter is located along the right inner side frame rail.

It would help to know what model year and manufacturer, when you ask a question like this.

A lot of late model cars and trucks, going back to 2003 or so, do not have a serviceable fuel filter. The strainer in the fuel tank is all there is. The real problem with getting water in the fuel is the water is never clean. You also get a lot of rust and dirt along with it. If this is the problem, the only solution is to clean the tank and start over.
