Overheating LED always on!

I have replaced the logic board and power supply. Even when the computer has been off for days, When I attempt to turn it on, by pressing the power button on the back of the unit, LED #1 stays on, LED #2 lights for a VERY short time, and LED #4 turns on and stays on.

Can one of the temperature sensors (harddrive or other) be causing this false overheating failure?

If so, where are the temperature sensors that enable this light to go on?
