Excessive CPU core temp in my Toshiba Satellite P205-S7454?

My model is the P205-S7454 cousin of the P205-S8811. It has an AMD Turion64 dual core cpu.

Using ALCPU Core Temp by Authur Liberman, my laptop is reported as running upwards to 70C+ at ambient temperatures of 21C (80F). This seems excessive to me. My new PC with an Intel i7 4770K (with a huge heat sink) runs at a mere 35C under the same ambient temps.

My fan is working and the heatsink has been blown clean. I suspect that the thermal compound on the CPU to heat pipe may be possibly compromised or perhaps the heat pipe is defective.

Is a 70C CPU core temp excessive or nomal? Web searches don't indicate "normal" operating core temps.

Do I need to do some surgery and apply new thermal compound or possibly replace the heat sink heat pipe (if available).

You probably just need to change the thermal paste
