I was very careful to follow the instructions when I replaced my iphone 5 battery. Now when I turn the phone on it powers up like normal, however my touch screen will not respond when I touch it. Any ideas?

Make sure the connections on the lcd and digitizer are seeded correctly if they are and still not touch it's possible you have damaged them when removing

If that's the case, do I need to purchase a front assembly replacement kit or is the phone shot?
Yes a new assembly should solve your problem
