when plug to power cord , mac air on and off interval

when plug in power cord , mac produce startup sound for 2 second and off then again, what could be the issue.

Help us help you. The more complete the description of your problem is (what MBA you're using, what OS you're using -there's a lot of those, some history - was the machine dropped, crushed or wet?) the more assistance we can provide, and, the sooner we can provide it.

Try a Safe boot (shift). Try a R or D boot depending upon your OS, any difference?

no different using safe boot-answered to machead3.

i'm using mac air mid 2013 13" , using maverick o/s.

history : machines was wet. after blowed dry. plug in power no response.

what i have done :

replace logic board on my own , then encounter power on/off after power plugged in .

open up the back cover and plugged in power , seeing fan spinning and stop , spinning and stop then startup sound on and off.

now replace the i/o card -same thing happen again

now not sure what to do next ?

Yea - blowing air into it was the worst possible step to take. You have to look that logic board over really well and talk with your replacement logic board vendor. I suspect the problem might be a damaged blade drive or connector. POST (Power On Self Test) is starting, then something triggers a sudden shutdown.
