I have a pop-up I can't get rid of. I am pretty computer savy and I can't get rid of this one. It pops up in the middle of safari and asks me to call a number in India.
Ran Clamx ... Nothing

First archive your bookmarks and reading lists
Try completely resetting Safari
If that fails try this:
Create a 2 new user accounts. Then open Safari in one of these accounts making sure Safari works without any problems. Now using the other account (which needs to be admin and have read & write permissions to both user accounts) you'll need to copy over the Safari library section of the new user you tested to yours.

This should easily fix this issue and avoid too many steps:
Go to start, then Control Panel, then programs and features. Uninstall anything related to Mystart, start.com, etc. Anything that looks suspicious.
After doing all that, Reset your safari browser. Now the problem should be fixed.

Nancy this is a Mac OS-X based system not MS Windows. There is no MyStart in OS-X
