Will Only charge when its turned off.

I replaced a dead battery, to a new one, via the onsite guide. When turning on the computer the charger turns green and does not charge. However when I turn off the computer it begins to charge, but immediately after I tries to turn it on again its stops charging the battery. I’ve tried to run an SMC reset but it doesn’t solve the problem. Any solutions?

Options

Charge a new battery completely (12 hrs) before using.
