USB drives not working after new HDD install + Windows 7 Professional?

Just as the description states. I have a Satellite P855-S5200 and have tried seemingly everything under the sun. Uninstalling and reinstalling the USB drivers, chipset, etc. Nothing seems to work! When I installed the chipset for this model, it did play the sound you hear when you disconnect a USB device when the install was complete (wth?) but they still don't work.

I believe there are two USB 2.0 and two USB 3.0 on this model. None of them will register any USB device being plugged in, though some devices will light up when plugged in but do not work. USB memory sticks, mouses, etc. Nothing will work! It doesn't even register that there is any device plugged in. There is no response.

Under "device manager" > "other devices" it does show that there is a USB controller that it can not find the drivers for, though no device is plugged in.
