Why does my mac have all this old data?

I have an iBook G3, and a thrid generation iPod. I bought the mac refurbed, but they had upgraded the version, so I am assuming that wipes clean everything the previous owner had on there. Well I was on my iPod, and there are a bunch of odd podcasts from 2006, and also a whole bunch of contacts from all over the US. With names, addresses, phone numbers, etc. Some are also businesses. How did this happen? By the way the operating system is 10.4.11.

Easier way

Make a new Administrator account, log out of the current one, log in to the new one, delete the other account and it's data... no formatting or reinstalling of OS required!

Upgrading the OS does not wipe the drive, to wipe the drive, boot from the install disk by holding C at startup and go through the installer to reformat the drive and reinstall the OS. (If you want to wipe out potentially sensitive information, open Disk Utility from the install disk and erase the drive).
