i'm trying to factory reset an iphone 4s using itunes but i keep getting an error after a few minutes saying"iphone cannot reset because it has a password lock on it"
how can i get passed this?

Either type in the password or put in dfu mode then restore but if the phone has find my iPhone activated then you will need to no the Apple ID and password and if you don't have that then you have a paper weight

I put it in DFU mode, Supposedly the phone is not stolen but it still does not let me restore it through itunes

Yes it is giving me an error saying "iphone cannot reset because it has a password lock on it" something like that
You need to put phone in dfu mode..
Plug the iPhone into the computer and open iTunes when it says the error do this on the iPhone.. Hold and press the home button and power button togeather at same time for 7 seconds then after 7 seconds let go of power and continue to press home keep pressing it to you get the message on your computer that it's in recovery mode..
Then restore it
this is a really bad piece of advice to follow i had a working iphone 4s that wouldnt connect to itunes easily but did function now i have a semi activated brick, because the clue was in the question " without a password" this only resets the phone now it cannot be reactivated at all, without the original password !!! so a functioning phone is now a paper weight ! thanks for that.
