Both cameras not working; flashlight app works for about 10 seconds

It was raining constantly where I was, so my guess is that water seeped in and damaged some components.

Both the rear and front cameras don't work; upon opening the Camera app the shutter opens after about a minute to a black screen.

Switching cameras or shooting modes doesn't make any differences. I press the camera button and it freezes.

My flashlight app works (turns on the flash) for about 10 seconds before dying.

Should I replace the cameras, the logic board, or is it something else?

The first thing I would try is a hard reset if that doesn't work try a full restore and then if that doesn't work it's time to start replacing parts.

The first one I would try is replacing the rear camera then re assemble and see if the problem is solved, if not replace the front facing camera.

If non of the above work you can be sure it is logic board damage.

To perform a hard reset hold both power and home button together (the device will turn off) keep holding both buttons until the apple logo comes on the screen.
