Is it possible to unlock iPhone 3GS iOS 6.1.6 via IMEI?

I know the best way to unlock an iphone is via IMEI, then GEVEY and lastly via redsn0w.

I just want to make sure that it is possible to unlock iOS 6.1.6 via IMEI or GEVEY before having to go through redsn0w. Is this possible? And if it is, do you know of a website where I can do this?

My iphone 3gs is from Mexico. Carrier TELCEL. Any thoughts??
