How do I get past 'error 1'?

I have just repaired a water damaged iPhone 5s I bought on eBay. When trying to restore the device it will get to about 60% or so and then come up with the error 1 message. I have tried repeating this process in normal recovery mode and also in DFU mode many many times – but I get the same response ‘error 1’ with the occasional other error coming up.

Is there anything else I can do apart from selling the unit as is?

Options

The phone has a dead baseband. Either from bad power supply to the chip; bad surrounding components or actual dead baseband chip.

If the chip is dead, the phone is beyond economical repair.
