Repair with Power On?

You have a couple options here:
1. Run the battery dead by leaving it on or waiting a few weeks as it sits on standby.
2. Taking the chance and repair now while on standby. Best case scenario it that there are no adverse effects. One scenario is that you may get the white screen and need to reset the iPod. Worst case scenario is that the back light filter or something else may get damaged during the repair
I would recommend option 1 and replacing the volume power cable while you have it apart.

Are the LCD and touch screen still working? If yes, then you could be in luck.
If the iPod touch you have comes with the "Assistive Touch" option under Settings>General>Accessibility>Assistive Touch, try this:
Turn " Assistive Touch" on. The white/floating "Home Button" will appear on the screen. Click on it. Then click on "Device." Then click on "Lock Screen" continuously until the "slide to power off" bar appears. Voilà..
