Weird Water Damage Problem

I have a water damaged s4 that just flashes the samsung galaxy s4 logo over and over. However if i hold home, volume down and power it goes the the custom rom menu. Then I press volume down to cancel and the phone boots normal. It shows a red exclamation point in the battery indicator. Even when plugged into the charger.

Also my pc wont recognize it. I tried alcohol. I tried a known working charge port too.

Any ideas?

Kevin Sigler, hope you cleaned the logic board and all connectors with a soft brush and some high grade (90%+) isopropyl alcohol to prevent corrosion. The other thing that you do need to do is to replace the battery
