Why does my computer not recognize my iPod software

I try to charge my iPod touch, (The Signal 8GB) with my computer but it does not recognize it as charging and states,"one of the USB devices attached to this computer has malfunctioned, and window does not recognize it.

Options

If the cable you use is OK on the AC charger, try a different USB port on your PC, then uninstall/reinstall iTunes.

If the cable does not work on the AC charger, replace cable.
