Removing cameras for high security use?

My wife requires a phone with no cameras. Up to this point I have been able to remove the cameras from my previous two phones without any problems. LG ENVEY 2 and a Motorola Droid X. But, the S3 is a little more complicated. My thinking is the rear facing camera would be removable without upsetting the OS, but the front with the light and eye tracking is what worries me. With my wifes job, there is either no camera, or no phone. And with my wife, no phone isn't an option.

My question is, would removing both cameras make the phone inoperable?

And NO, Blackberry isn't an option. She hates those phones. MUST be an android phone.
