You will need an Apple Video Adapter:

Don't expect the same video quality than a real VGA or DVI external monitor since TV has a lower resolution. The Apple adapter will only gives you video. For the sound you need an audio cable:

mini jack stereo to double RCA male (left/right). The sound cable will be connected to the iBook headphones jack then to the two RCA female jacks on the TV (white/red).

If it's an HDTV, he could get as good or better resolutions (depending on what the GPU can handle).

yes maybe with a mini VGA to HDMI video adapter but I don't know if it's available for the iBook G4.

You don't need HDMI for an HD monitor - I'm using a DVI adapter (admittedly not on an iBook) to my HD monitor right now.

According to everymac.com*:

Apple reports that this system provides a "VGA video output for video mirroring on an external display or projector (24-bit color) with included Apple VGA Display Adapter".

So you'll need an Apple VGA Display Adapter, if you don't already have it. From there, we'll need to know how you want to plug it into the TV, or what TV connections you have.
