It's a hardware issue. You need to go to the Apple store. By the way, there is other method to fix iPad blue screen of death. But the way can't solve hardware problems.

How to Fix iPad Blue Screen of Death

So basically what you want to do if it’s all blue and there is no apps, you want to hold the power button for 10 or so seconds. If it does not restart then I suggest you take it to the Apple store. Also try to make sure everything was saved usually it is but you should make sure,

First try a hard reset by holding down the power and home buttons together for 10 seconds or so. If that doesn't work try giving the back of the iPad a firm smack. There have been cases where a fall like this jars the LCD cable loose and a firm hit to the back sets it back in place.

You may need to open it up and re-seat the LCD cable. See this guide.

LIke David and Brian suggest, this is the LCD connector. Smack will resolve it for awhile, but for a lasting repair open it up and reseat the connector.

I was working on one that did this without dropping it. The display did not show except for a flash when you press the wake/sleep button. I did the bump method on it after some research. It recovered to full bright clear display, then I opened it up and replaced the LCD cable and sealed it with Kapton tape. The cable was probably not bad but it was not expensive so I replaced it anyway.

Just smacking the back haphazard will probably not fix the problem. You will need to smack it about four inches fro each side in the corner where the volume control is. That is where the connector is and smacking anywhere else will probably not work.
