the lens is stuck in one position, outside of the camera, and won't recede back. We tried plugging it into our computer, as if to download the photos. We tried turning it on, but now it won't turn on.

Micah Colson, this is a very common problem with all cameras. It could be sand and other debris that blocks the lens mechanism. This can also happen when the camera gets dropped while the lens is extended, as well as multiple other things. Check this video as well as read more on here. Those fixes may work, if not then you will need to replace the lens. Hope this helps, good luck.
