My Samsung galaxy S4 was in snow for 2 weeks.

By mistake my Samsung galaxy S4 was in snow for 2 weeks. Once I realize it after the snow melt, it is my phone.

Have taken the battery and dry it in rice for 2 days. When I connect it is not getting on. Display is completely off. But when I connect it, I am getting vibrate signal and getting charged with yellow color and then change to blue color.

Able to identify the device using google device manager. If I give ring from google, it is ringing. But no display. I tried to connect to laptop and it says it is Samsung, but no files.

Looks like it is started without display. Any other suggestion to make it work?

tselvan, rice is great for cooking and as a first aid, but it will not repair your phone or prevent corrosion. The very first thing you want to do, is to no longer charge your phone, or to try and turn it on. This may only lead to further damage. Remove the battery and disassemble your phone using this guide. Clean every part, including the connectors on the board as well as on the cabled with 90%+ isopropyl alcohol and a soft brush. Be diligent about it and clean it well. This does not mean to scrub hard, just rinse in alcohol often. You may have to repeat this step a couple of times. Check for any burned/missing components and pay close attention to any corrosion. You may have to remove any EMI shield to clean. After that replace the battery reassemble it and re-evaluate. Hope this helps, good luck.
