(Picture attached) Faded ring on screen, image jumping

iPhone 4s the Video display has a faded white ring in the center. Bottom of the display is also jumping intermittently. Went total black for a day or so.

Restored iOS 7 and the same things still happening.

Heres a photo I took of it

DO I need a new digitizer? or is it a capacitor on the logic board?

Options

I would start by replacing the whole LCD Digi assembly. These phones have been out long enough that they are pretty affordable. That should fix the jumping and will probably fix the ring you are seeing as well.
